Hourigan Connolly have been instructed by Developments South West Limited to prepare an outline planning application for residential development at land north of Todmorden Road on the eastern edge of Bacup. This website is intended to provide some initial details of the proposals and invite people to comment.
Background
We are undertaking a period of consultation on the draft residential proposals that will run until 12 April 2021. When the outline planning application has been submitted, Rossendale Borough Council will notify surrounding neighbours and properties as part of their own consultation process. You will then have a further opportunity to submit comments on the proposals directly to the Council, however, we welcome your comments at this stage prior to the application being submitted.
The subject site is proposed to be allocated for housing by the Council in the Rossendale Local Plan (site reference H40) and this application is submitted in advance of the Local Plan being adopted.
Proposals
Investigative work has been undertaken to inform the planning application, looking at matters relating to ecology, flood risk, landscape and trees, ground conditions and highways. It is important to the Applicant that the proposals make a positive and sustainable contribution to the local community of Bacup.
The planning application will be made in an outline for the development of the existing land for a residential development of approximately 63 dwellings. An illustrative layout will be submitted with the application to demonstrate how the site could be developed in the future. At this stage, planning permission will be applied for details of the proposed vehicular access only, and all other matters will be saved for a later approval.

No no no no no. The roads are already heavily overcrowded, as is the limited and irregular public transport. Adding more unnecessary dwellings to an already packed town will overrun the schools and medical facilities, never mind the negative impact on house prices for first time buyers and younger generations. This is a bad idea driven by pound signs and should be swiftly rejected.

I don’t think this is a good idea to many houses being built at one time in bacup.. the drains will not take the extra already without building more houses… the already extra cars and also what school will the new builds kids go too our small schools are already over stretched.
