Following the refusal of outline planning permission for up to 180 dwellings Hourigan Connolly were appointed to provide expert witness services in relation to housing land supply matters for an appeal that was heard by way of a Public Inquiry.
Despite the claims of Huntingdonshire District Council, we were able to demonstrate that the Council had persistently undelivered on housing and that a 20% buffer should be applied to the housing requirement.
Consequently, the Council were unable to demonstrate a five year supply of deliverable housing, rendering the policies for the supply of housing out of date. The proposals were therefore determined on the basis of the pre-tilted balance in favour of sustainable development, and the appeal was allowed.
